Our focus is on prevention—prevention is better than cure. The goal is to help business owners in the floriculture sector become more resilient against criminal activities that undermine their operations. We are achieving this through five projects. Read more about each project below.
An up-to-date overview of the situation is important for steering our approach in the right direction. That is why we bring together information from public and private partners.
An up-to-date overview of the situation is important for steering our approach in the right direction. By bringing together information from public and private partners, we create a shared understanding of the issues at hand.
Based on this shared understanding, we aim to deploy oversight, monitoring, investigation, and enforcement in the right places and in the right way. We also use this understanding to guide our prevention strategy and develop new safeguards.
To achieve this, the program facilitates information sharing among the various partners. It also guides concrete actions based on the available information.
In addition, we develop knowledge in other ways. For example, by commissioning scientific research. This helps us gain new insights into how to address the issue.
Tackling undermining crime has long ceased to be exclusively a police or government task. An effective approach requires intensive cooperation with private and public parties joining forces. Only together we take a stand against undermining practices.
These unlawful activities form a broad and complex problem in which criminial interference happens at the local level. Consider an employee who may or may not be forced to divulge sensitive company information, a driver who may inadvertently take packages, or an official who may or may not be forced to look the other way. To reduce these practices and prevent them as much as possible, our approach is to have private and public partners work together.
Our goal is to put as many barriers (obstacles) in place as possible to prevent criminal activity and to increase the resilience of employees and employers. That way, we won’t be trying to bail out a sinking ship—we’ll plug the leak.
Targeted inspections and enforcement, oversight in the right places, and the smart use of investigative tools. The goal is to ensure a safe working environment for employees and companies in the sector.
In addition to preventing crime, it is necessary to take repressive action (actively combating crime and misconduct). We do this through targeted inspections and enforcement, surveillance in the right places, and the smart use of investigative resources.
Through the work of investigative agencies, we gain a better understanding of where the vulnerabilities in the logistics system lie. We want to learn from the results of monitoring, inspection, investigation, and enforcement. We translate these insights into new safeguards and incorporate them into resilience training programs.
In integrated initiatives, we collaborate with partners and, as much as possible, act as a unified government. We jointly determine the goal, each drawing on our own expertise. For each specific case or issue, we assess which party is best positioned to take action.
Our goal: a safe work environment for employees in the industry.
Migrant workers make a valuable contribution to the Dutch floriculture sector. But when their employment, housing, and transportation are all managed by a single party, they become vulnerable. Criminals sometimes take advantage of this. Through the “Labor” project (part of the Floriculture Regional Deal), we help business owners identify risks early on and show them how things can be done differently. A good example sets the standard.
Through our approach, we communicate with various groups such as entrepreneurs, governments and investigative agencies to share knowledge in order to make the floriculture sector resilient against criminal practices.
We work with partners in our approach to keep the industry strong and safe. We share the measures we take and the knowledge we gather with business owners to alert them to signs that indicate criminal activity. We also inform you about reporting options, training and how to prevent crime within your company as much as possible.
